Community input wanted for future service planning

To develop service that meets your wants, needs, and priorities, Omnitrans will be holding two rounds of public meetings this month. This is a component of the Omnitrans Short-Range Transit Plan (SRTP), which sets policies related to bus routes, hours of service, frequency, types of service, fares and bus stop amenities for 2019-2025.

In this round of meetings, we invite you to our listening sessions to learn what the communities we serve desire in their transit provider. A second round of meetings will be held in spring 2018 to discuss proposed changes based on the comments the public provides in these meetings.

Omnitrans Seeks Input on Future BRT Line and Freeway Express Expansion

Omnitrans is holding a series of public meetings in April to gather public feedback on proposals for additional freeway express service in 2016-2017 and the future West Valley Connector bus rapid transit (BRT) line.

WEST VALLEY CONNECTOR BRT

Similar to the sbX green line BRT launched in San Bernardino and Loma Linda in 2014, the West Valley Connector would offer: weekday service every 10 to 15 minutes, stations spaced at one mile to a half mile apart, transit signal priority, and enhanced stations with benches, trash cans, lighting, real time bus arrival signs, security cameras and emergency phones.

The proposed 25-mile long line would travel through Fontana, Rancho Cucamonga, Ontario, Montclair and Pomona, connecting major activity centers such as Kaiser Permanente Fontana Medical Center, Victoria Gardens, Ontario Mills, Citizens Business Bank Arena, Ontario Convention Center, Ontario Airport and multiple Metrolink commuter rail stations. Buster with Route 290 Freeway Expressbus

FREEWAY EXPRESS

Omnitrans is proposing a new weekday-only, peak-hour freeway express bus route to serve Yucaipa, Redlands, and San Bernardino via Interstate 10 beginning in January 2017. The transit agency also proposes increasing service span and frequency on the Route 290 freeway express launched last year which connects San Bernardino, Arrowhead Regional Medical Center in Colton, Ontario Mills and the Montclair Transit Center via Interstates 215 and 10. Omnitrans Proposes Changes Including New Freeway Express

Omnitrans is proposing changes that would impact bus routes throughout the San Bernardino valley effective September 8, 2015.  Plans include streamlining service in the west valley, adding a new freeway express route on I-10, realigning routes to serve a new transit center in San Bernardino, and implementing a new customer application process for Access ADA service. To gather public comments, a series of meetings are scheduled between March 19 and 27.  (details below)

West of the I-15 freeway, Omnitrans proposes realignment of nine north-south routes to improve directness of service, reduce travel time and simplify the route network.  In response to frequent customer requests, freeway express Route 290 is proposed to offer weekday, peak-hour service on the I-10 corridor between Montclair and San Bernardino with stops at Ontario Mills and Arrowhead Regional Medical Center.

With the September opening of the San Bernardino Transit Center (SBTC), eleven bus routes need to be adjusted to streamline access to the new site located on Rialto Avenue between E and F Streets in downtown.  The facility is adjacent to an Omnitrans sbX rapid transit station. Neighboring transit agencies, Mountain Transit and Victor Valley Transit Authority, also will serve the transit center.  In 2016, when construction of a rail extension is complete, the SBTC will provide a direct connection to Metrolink commuter trains.

“The new transit center will serve approximately 6,000 customers per day as they make connections between routes,” said Omnitrans spokesperson Wendy Williams. “Passenger amenities include sheltered waiting areas, real-time arrival signs, public restrooms, a customer service desk, and 24/7 security.  It will be a LEED gold certified facility, meaning it incorporates the best in energy-efficient and environmentally-friendly design.”

Also in September, more direct service to San Manuel Indian Bingo and Casino is proposed by extending Route 1 east to Victoria Avenue, in response to customer requests.  At the same time, frequency on Route 1 north of downtown San Bernardino is proposed to increase to every 15 minutes, instead of every 30 minutes today.

To utilize Access, transportation service for person with disabilities, customers first must complete an application to determine eligibility under the guidelines of the Americans with Disabilities Act (ADA).  Omnitrans proposes implementing an in-person element to the process, which is conducted by mail currently, to help customers complete their application in a timely manner.

The service proposals, including any changes made as the result of public comment, are expected to go to the Omnitrans Board of Directors for final approval on May 6, 2015.

Omnitrans proposed service changes

Omnitrans wants your opinion regarding bus service and several proposed changes designed to improve our services. Omnitrans planning staff will be available to receive your comments and discuss service proposals at upcoming meetings.

PROPOSED CHANGES:
Omnitrans seeks to improve the directness of travel and travel times, implement a new Transit Center in San Bernardino, start a peak hour freeway express pilot program on I-10, and make corresponding changes to the Access Service Area. These changes fall into five key areas:

1)  West Valley North-South Routes:
Route proposals focus routes on key north-south corridors instead of crisscrossing. Many routes are renumbered to signify change. Current routes with major changes proposed include 63, 65, 67, 68, 80, 81, 82 and 83.

2)  Downtown San Bernardino Routing for the San Bernardino Transit Center (SBTC):
The SBTC is scheduled to open September 2015. The SBTC is located at E Street and Rialto Avenue, approximately 0.7 miles from Omnitrans current downtown transfer hub. All local routes that service in downtown San Bernardino (1, 2, 3, 4, 7, 8, 10, 11, 14, 15, & 215) have proposed map changes.

3)  Introduction of Interstate 10 Freeway Express Pilot Program:
Omnitrans proposes implementing Route 290, an AM & PM peak hour service on I-10 with stops at the San Bernardino Transit Center, Arrowhead Regional Medical Center, Ontario Mills and Montclair Transit Center.

4)  ADA Access Area Revisions for Proposed Routing:
The Access service area is defined by a ¾-mile area around Omnitrans fixed route service. With the fixed route changes under consideration, there are some minor adjustments that would slightly extend the Access service area.

5)  In-Person Component added to ADA Access Service Eligibility Determination:
Currently, Access applicants submit the American’s with Disabilities Act (ADA) application and doctor’s verification in writing through the mail. Approximately 30% of applications are not completed within the application timelines. Omnitrans proposes adding an in-person session to the ADA Access application process to enhance the accuracy of the process and ensure that applicants are being matched to the appropriate service.

Omnitrans proposes discounted fare for veterans, police & firefighters

 

Omnitrans will hold public hearings to gather public comments regarding a proposed fare policy change to provide a discounted fare for Veterans and a free fare for Active Duty Military and Uniformed Police and Fire Officers.

Veteran Fare:
Omnitrans proposes offering Veterans with a discount on the purchases of Local Bus, Express Bus, sbX and OmniGo fares and passes identical to the discount provided to Senior and Disabled riders. This is essentially a 50% discount compared to full fare. No Veteran fare would be offered on Access service. The proposed Veterans fares are: Cash $0.75; Day Pass $2.25; 7-Day Pass $8.00 and 31-Day Pass $27.50.

Active Duty Military & Uniformed Police Officer and Firefighter Fare:
Omnitrans proposes allowing Active Duty Military and Uniformed Police Officers and Firefighters with the opportunity to ride Omnitrans buses for free, excluding Access service.

The proposed fare change will be brought before the Omnitrans Board of Directors for consideration in October 2014. If approved, it will become effective January 2015.

The public is invited to submit comments until Monday, September 22, 2014 by 5:00 P.M. using one of the methods listed below.
